Capitalization
Capitalize all proper nouns but lowercase short references and generic terms. Capitalize titles that
precede the name, but lowercase titles that follow names or without names.
Examples: I went to the Atlantic Ocean. The ocean was warm.
President Bush is a cretin. The president has said many stupid things.

A good joke for a journal in political science, I suppose.

It is time to revive this blog. I have never been on such arrangements. I am in Saint-Peterburg on the conference "Complaints against the police* - their handling by the national human rights structures". Today is just the beginning. I had a dinner with persons from Spain, Georgia, Lithuania and Bulgaria: nice people. Bulgarian understood Russian quite well. I do not understand the Bulgarian language :-(
